SHENG Jianming (James Sheng),
Lawyer Sheng Jianming has practiced law for nearly 30 years. He is a senior consultant at HUASHANG, LAN LAM & LAI Joint Partners & Associates.
Executive Director of the International Economic and Trade Law Research Institute of the China Law Society, a year-round legal adviser to the Yantian District Committee and an arbitrator of the Shenzhen International Arbitration Tribunal. He was a legal expert on many trade remedy investigation cases of the Ministry of Commerce, Professor of Law and doctoral supervisor at the University of International Business and Economics (UIBE) and concurrently Director of the UIBE WTO Legal Research Center, a senior trade policy director at the Global Government Affairs Department of Huawei, a distinguished professor at the Law School of Shenzhen University, a legal expert/consultant of the Beijing Municipal People's Government, and Deputy director at the Anti-dumping Business Department of Beijing Huanzhong Law Firm.
Over the past three decades, Dr. Sheng Jianming has focused on theoretical research and practical work regarding government regulation of international trade and international investment and corporate compliance.
In trade remedy, Dr. Sheng represented Baosteel Group, Sinopec and other well-known Chinese enterprises in anti-dumping investigation and litigation, international commercial arbitration and export control cases, accumulating rich practical experiences. In 2002, he was entrusted by the domestic steel industry to sue the United States in the Dispute Settlement Body of the WTO headquarters in Geneva and eventually won the case. This is known as the first case brought by the Chinese government against the United States.
In arbitration, Dr. Sheng has nearly 20 years of relevant domestic and international experiences, representing clients in a variety of influential international trade dispute arbitration cases, such as the Stockholm arbitration case and the GAFTA arbitration in London.
At HUASHANG, LAN LAM & LAI, Dr. Sheng took the lead to provide legal consulting services on export control. In 2022, as the chief expert entrusted by the Shenzhen Bureau of Justice, he completed the research project entitled “RCEP Agreement and Shenzhen Policy Regulation Adjustment Study”, and his research results were widely acclaimed by the reviewers.
Dr. Sheng used to be an arbitrator of the Beijing Arbitration Commission and the Guangzhou Arbitration Commission, during which time he heard many arbitration cases concerning commercial disputes and disputes related to funds, real estate, foreign-related insurance and domestic/foreign contracts.
Dr. Sheng was on the list of Distinguished Leading Talents in Foreign-related Lawyers of Shenzhen in 2022.
