FENG Haibin, a Senior Partner and Managing Partner of Shanghai Landing(Shenzhen) Law Office, was selected as a leading talent in foreign-related legal matters by the Guangdong Lawyers Association. He was also among the first 29 leading foreign-related lawyers selected by the Bureau of Justice of Shenzhen Municipality and the Shenzhen Lawyers Association.
Starting in January 2022, he assumed the position of Deputy Director of the 11th International Exchange and Cooperation Committee of the Shenzhen Lawyers Association. In April 2022, he also took on the role of Deputy Director of the 12th Cross-Border E-commerce Legal Professional Committee of the Guangdong Lawyers Association. In July 2023, he was elected as the Vice Chairman of the 5th Council of the Guangdong Huangpu Customs Brokers Association.
Mr. Feng joined the customs service after graduating from the Department of International Economic Law at Nanjing University in 1999. In 2012, he was selected as a public office lawyer within the Customs, and in 2015, he was appointed as a third-level expert (regulations) within the Customs. During his tenure at the Customs, he received lots of personal or collective honors. As a section chief or deputy director at the department level, he was responsible for or oversaw various tasks, including customs legislative management, customs trade control, administrative reconsideration and litigation, legal guidance for customs business difficult issues, and intellectual property customs protection.
Starting in 2017, he began his full-time practice as a lawyer, focusing on major and complex cases in the customs and international trade fields. This included disputes over import and export taxes, issues related to the import and export of prohibited and restricted goods, and customs administrative penalties. Based on his extensive experience accumulated during his customs career, he specialized in handling cases such as smuggling, evasion of inspection and quarantine, and export tax evasion and refund fraud.
Mr. Feng has conducted continuous and in-depth research on new formats and policies in import and export, including cross-border e-commerce, preferential treatment under free trade agreements, customs special supervision zones, and export controls. He excels at solving problems in the field of international trade and customs, such as cross-border e-commerce, classification and valuation, origin, intellectual property customs protection, customs duty planning and tax disputes, trade control, and compliance. In the practice of smuggling defense, customs inspection, customs penalties, foreign-related cross-border, and customs dispute resolution, he has achieved excellent results repeatedly.
Mr. Feng regularly lectures on customs law and practice courses for various institutions, including Peking University School of Transnational Law(STL), South China University of Technology Law School, Guangdong Ocean University. He has published more than 10 customs practice articles in legal publishing houses, China Customs Publishing House, Shanghai Customs College, Shanghai Law Society, and other institutions.
